If you get the first move place your piece in any corner.
If the competitor places their piece in any position other than the center square you will win.
Place your piece in an adjacent or opposing corner and keep working the corners until you have 2 options to win, one of which they block and the other you play.
If the competitor picks the middle spot you place your second play diagonally from the first play.
If they then pick a side you will go back and forth and end up in a tie.
If they pick another corner then you lay in the remaining corner and are guaranteed a win.
